This allows you to remove top side cowling quickly with 23 1/4 turn fasteners rather than 23 fine thread screws. This should be installed initially as the anchor nut holes are not the same for the screw holes and the 1/4 turn nuts should you decide to change then later on. I recommend at least one side be done by them.
